This is a commonly reported problem. Logitech provided the latest driver for my webcam, but with no effect after installing.

Why haven't these "vast numbers" complained in Logitech's own community forum? That would seem a logical place to complain, wouldn't it? Come to think of it, what does "vast numbers" mean, anyway? How many is considered 'vast'? There are over a billion devices running Windows 10 all over the world, and I'll bet a whole lot of those use Logitech webcams, since they're so popular.
